Hello,
say I have a document A with 800x600 and a document B with 1024x768. If
I want to drag the background layer of A into into document B so that it
lands right in
the middle (horizontal and vertical) of B, what buttons do I hold down while
dragging? I'm thought this used to be Shift-Ctrl, but it is not working.
Any clue?

I believe you have to hold down the Shift key and drag A to B and then
release the Shift key and mouse key.
