I have read posts on different forums that suggest deleting the preference
file as a solution to various PSC2 problems. (Reopening PS creates a new
preference file with Adobe defaults). What is the name of the preference
file and where is it located in Win XP?

The easiest way to reset preferences is

Close Photoshop and then re-launch it, holding down MAC:
Command-Option-Shift (PC:Control-Alt-Shift). You'll be asked if you want to
delete the preferences.
Click OK and all your settings will revert back to the original defaults.
