Assuming that you mean a  jpeg with 8 bits per channel for a total of 24

bits, and after you have caused PS to read the file, you convert it to an 8
bit per channel Tiff by saving the image as a Tiff.
You convert the 8 bit per channel image in your computer to more than 8 bits
by using the 16 bits/channel under the mode tab. PS provides no means to
convert to 10 or 12 bits per channel.

It is really pointless to convert an 8 bit per channel image to more than
that because the extra bits provide no more information. The extra bits are
either not set or full of random garbage.
