I am changing providers for a site with a .org domain. Which
organisation administers these domains ? Is it Tucows ? If not, who is
Tucows ?

Most registrars can handle .orgs
tucows is a great freeware/shreware site (www.tucows.com) and their
registrar is DomainDirect which I have used in the past
www.any1can.net/DomainDirect.html

The PIR (Public Interest Registry) is the official registry for .org
names:

http://www.publicinterestregistry.org/

They have a list of .org registrars where you can register a .org
domain, including some in Germany:

http://www.pir.org/register/reg_country

They used to be administered by Internic, you can read a short
explanation about the transition here:

http://www.internic.net/faqs/org-transition.html

As far as I know, Tucows are just one of many registrars. They are best
known for their software downloads. They have a number of resellers for
their registrar services.
