Is there away to curve static or dynamic text around a circular/curved line path.

I don't believe so. You could try curving the text in Illustrator, and then importing it into Flash. Im not sure, but you could also try Freehand, see if that has the option.

can't be done in flash authoring , if you want static text to appear on path
than must use Corel Draw which has Align To Path option and import to flash
or Illustrator , which has similar option.
You could do it dynamically by duplicating text string and position on
any path you like . Sample can be found :
