I need to set up a panel for the user within a flash movie similar to vcr
controls: play/pause, fast forward and reverse, etc. Can anyone point me to
a tutorial for this? Thanks.

you will find very nice component at Macromedia exchange.
http://www.macromedia.com/exchange
go to Visit Flash Exchange and search in search box for VIDEO .

for more Video control you may like to check
Flashkit.com/movies (type Video in search next to MYMovies Link)

Thanks Urami. I'm not needing these to control actual video, but to control
the timeline itself. Is there something for that specifically, or do these
video controls you mention do that as well?

actually with movie clip it is much easier .
Pause will be simply mcName.stop(); forward _currentfame+1 play mcName.play();

I suggested the component because it's really nice video control sample.
But of course if you use movie clip than different case.

Thanks again - I'll give it a try.
