Is there a way to turnoff anti-aliasing for line? I'm trying to get a
crisp-looking dotted line in Flash MX.

just switch the viewing ptoppreties from high quality to low.
aslo you can do thins by drawing using the snap to pixels grid.

in addition to One Eyed Willie , you could import transparent GIF.
Dotted lines will be a fraction of KB so no worries about getting file size
large and will be crispy while rest content can remain antialiased.
Problem with Quality changes is that it apply to entire movie so
as side effect you might have lots of undesirable results , unreadable text for instance...
